Rule 105
Can be authorized to submit proposals
(1) If the chairman is satisfied that the member introducing the bill is unable to attend, he may allow any other member authorized by the introducing member to submit a proposal regarding the bill. The Chairman may allow a member to submit a motion for consideration of the Bill.
